SafeZone is WesternU’s official emergency communication service. Emergency notifications may be distributed through the SafeZone application, text message, telephone call, email, social media, or other appropriate communication methods.

Confirmation of an Emergency

When WesternU receives information concerning a potential emergency or dangerous

situation, an authorized University official will evaluate the available information in coordination, as appropriate, with Campus Security, EHS, the Pomona Police Department, the Los Angeles County Fire Department, emergency medical personnel, Facilities, or another agency or University department with direct knowledge of the circumstances.

Confirmation does not require that every detail be known. A situation is considered

confirmed when an authorized University official determines, based on reasonably reliable information, that a significant emergency or dangerous situation is occurring on the Pomona campus and presents an immediate threat to the health or safety of students or employees.

Authorized University officials with responsibility for campus safety, security, or emergency response may confirm the existence of a significant emergency or dangerous situation based on reasonably reliable information. When the primary official responsible for making this determination is unavailable, another authorized University official with responsibility for campus safety, security, or emergency response may perform this function to prevent unnecessary delay.

Designated University officials with responsibility for campus safety, security, or emergency response may independently direct the issuance of an emergency notification when circumstances require immediate action.

Determining Who Will Receive the Notification

After confirming an emergency, the authorized University official will determine whether

the notification should be sent to the entire Pomona campus community or only to the segment or segments directly affected by the situation.

This determination will be based on factors such as:

The nature and location of the emergency;

The area affected or likely to be affected;

Whether the threat is limited to a particular building, clinic, program, population, or portion

of campus;

The protective actions community members should take; and

The possibility that the emergency could expand to other areas of campus.

If the emergency may affect the entire campus, or if limiting the notification could place

other members of the campus community at risk, the notification will be distributed to the entire Pomona campus community.

Determining the Content of the Notification

The authorized official directing the notification, in coordination with EHS, Campus Security, responding agencies, or other officials with relevant information, will determine the content of the notification.

The message will provide the available information necessary for members of the campus

community to protect themselves.

Depending on the circumstances, it may include:

The nature and location of the emergency;

The building, area, or population affected;

Protective actions, such as evacuating, sheltering in place, avoiding an area, or securing a

building;

Instructions for obtaining emergency assistance; and

Where or how additional information will be provided.

The notification may omit information that is unconfirmed, could create additional danger,

or could interfere with emergency response activities.

Initiating the Emergency Notification System

Once the emergency has been confirmed and the affected population and message content

have been determined, personnel authorized to operate the SafeZone Emergency Notification System will initiate the notification without delay.

The Emergency Management Committee may assist with emergency coordination, response, or follow-up communications when time and circumstances permit. Its specific decision-making role will be governed by applicable University policies and emergency procedures.

WesternU may withhold or delay an emergency notification only when, in the professional judgment of responsible authorities, issuing it would compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.

Follow-Up Information

WesternU will provide follow-up notifications to the Pomona campus community as appropriate when additional information becomes available.
